Visa CEDP Alert, April 17, 2026

Your Processor Is
Not Telling You
What This Costs You

Visa’s Commercial Enhanced Data Program has been changing B2B interchange rates since October 2025.
Most merchants have no idea whether they’re verified, non-verified, or quietly losing money every month.
Their processors aren’t saying a word.

⚠️

April 17, 2026 Deadline: The old Visa Level 2 interchange program is being eliminated entirely. If your processor has not transitioned your account to CEDP Product 3 compliance, your rates will increase automatically, with no warning.

What is CEDP

The Biggest Change to Commercial Card Rates in Years

Visa’s Commercial Enhanced Data Program (CEDP) launched in April 2025. It replaces the old Level 2 and Level 3 interchange programs for B2B and B2G transactions, and it rewards merchants with significantly lower rates when their transaction data meets Visa’s new standards.

The problem: achieving those lower rates requires your processor to submit complete, accurate, invoice-quality transaction data on every commercial card transaction. Most processors are not doing this correctly. They have no financial incentive to, you pay the difference.

Merchants who are CEDP-verified receive the best rates immediately. Merchants who are non-verified pay more, and Visa can even claw back interchange discounts up to 45 days after settlement if data errors are found. Most merchants never even know it happened.

Key Dates You Need to Know

April 2025
CEDP launched. New 0.05% participation fee applied to all Level 2/3 commercial card transactions.

October 17, 2025
Visa began machine learning validation of all transaction data. Merchants are now being classified as verified or non-verified. This is happening right now.

January 2026
Visa quietly raised CEDP rates for small businesses. Many merchants who enrolled now pay more than expected.

April 17, 2026, Deadline
Level 2 programs eliminated entirely. Every B2B merchant not CEDP-compliant will see automatic rate increases. No warning. No notice from your processor.

The Real Numbers

What CEDP Compliance Is Actually Worth

These are the actual Visa interchange rates. The difference between what non-compliant merchants pay and what verified merchants pay is significant, and it compounds with every transaction.

Card Type Standard Rate (Non-Compliant) CEDP Product 3 Rate Savings per Transaction
Corporate Card 2.70% + $0.10 1.75% + $0.10 0.95%
Purchasing Card 2.70% + $0.10 1.75% + $0.10 0.95%
Business Card, Tier 1 2.65% + $0.10 1.75% + $0.10 0.90%
Business Card, Tier 3 2.85% + $0.10 1.95% + $0.10 0.90%
Business Card, Tier 5 3.00% + $0.10 2.10% + $0.10 0.90%
Large Ticket (Corp/Purch) 1.65% + $49.00 1.30% + $35.00 0.35% + $14/txn
A B2B merchant processing $1,000,000/year in corporate card volume could be leaving $9,500/year on the table simply because their processor is submitting data incorrectly. That is before any of the other overcharges weAudit typically finds.

Why This Is Happening to You

Four Reasons Your Processor Isn’t Fixing This

CEDP compliance requires your processor to submit the right data correctly, consistently, on every qualifying transaction. Most aren’t doing it, and here is why they never will on their own.

01

They Profit from Your Non-Compliance

When your transactions downgrade to higher interchange tiers, the extra cost comes out of your pocket, not theirs. Processors keep their spread regardless. There is no financial incentive for them to fix it.

02

The 90% Verification Threshold Is Relentless

Visa requires 90% of your commercial card transactions to pass CEDP data validation every single month. One bad month and you drop back to non-verified, with delayed or lost incentives.

03

The Arithmetic Must Be Perfect

Every transaction payload must pass Visa’s math check: Unit Qty × Unit Amount + Tax + Shipping = Total Authorization Amount. A flat tax rate or rounded figure fails. Over 100 error codes can disqualify a transaction.

04

Clawbacks Happen in Silence

Visa can reclassify transactions and recover interchange discounts up to 45 days after settlement. These adjustments rarely appear on statements in any obvious way. Most merchants never know the money was taken back.
